You are not very specific, but yes, that is exactly what Premier Elements is for. Adobe also has the more complex Premiere Pro. Do you have an example of a YouTube or Facebook video?

I watch Facebook videos where people will splice parts of superhero or horror movies together and they make it look like there is a sequel coming out, but it’s really not.
i was just wondering what they were using to do that.
where would you get videos like that to merge together?

Depending upon the effects, either editing applications like Premiere Elements or Premiere Pro, or a compositing application like After Effects is used (or both).
