I have Premier Elements 2021 and Premier Elements 2023. In version Elements 2023 I can't change the Diskant. (No problem with Volume, Balace & Bass). (No Diskant problem in Premier Elements 2021)

I assume you're in the Adjustments. What makes you think this adjustment is not working? Are you just trusting the sound you hear or are you using software that illustrates different ranges of sound?
Have you tried this with more than one music clip to see if there is any difference?

When I click on Treble to adjust there is no slider (I have it on Volume, Bass etc)

I have Windows 11 and Premiere Elements 2023 on my i7 laptop. The Treble slider is there. If it were me, I would try three things.
1. As Steve suggested, try different source clips.
2. Reset the preferences. This is common advice for Adobe apps that begin to function strangely. I'm not sure why, but it often works. https://helpx.adobe.com/premiere-elements/using/preferences.html
3. Uninstall and reinstall Premiere Elements.

I have a PC with Win10.
I just uninstall Elements 2023. Restart the PC, install Elements 2023 and a have the same problem, no treble slider. When I start the older Elements 2021 I have the treble slider....

I still have the same problem, no Treble slider in Elements 2023.
I have Elements 2019 & 2021 installed and in these programs I have Treble slider ! but not in the 2023 version.

That is your answer. I am guessing this issue will most likely not be fixed in the Swedisch version of 2023.

Why is this strange: it's the reality.
I am most certain Adobe won't release an update solely for a slider in the Swedish copy of 2023.
This is a user to user forum, so are we, just users.
Elements engineers seldom show themselves here on the forum.
If Adobe does fix this issue, it won't be until the next release of 2024.
If this issue is in other language packs too (which I don't know) it won't be fixed for them either.

No, just updates (if any) are free.
A new release such as 2024 you will have to buy, most likely launched end of year.
