I have an older video recorded in 1280x720p and I would like export it as either:
same 1280x720p format without black bars
OR
convert it to 1920x1080 format (so I will not see black bars)
Using Adobe Premiere Elements 2021

1. 1280x720 make sure the project matches the footage: export to 720p.
2. as for 1080p I would not recommend. This will involve upscaling which means image quality degrading. But if you dont mind: drop footage in a 1080p project, scale the footage up (scale to framesize) to fit the frame and export to 1080p.

BUT how to import 1280x720p at 30.08 fps (older phone) ?
No new project setting is matching that!
I also need to do
1. rotation by 90 deg and
2. the shake reduction and
I am getting error message that new project setting do not match original video setting
Thanks for any new tips!
P.S. I have managed to find a workaround, rotated, it scaled it to 1920x1080p, exported it as .mp4 file and did the shake reduction on new file... but it is not an elegant solution
