In earlier versions of Premiere Elements, I could insert points on a voice or music timeline to adjust volume. I can no longer do this in Premiere Elements 23. I must now split the clip and can only use fade in and fade out. Is there a bug in this new version or is this a step backward in Premier Elements?

The little (tiny?) button in the green circle creates the Keyframes shown in the green rectangle. You then can move the Keyframes or the volume line. You can also right click on a selected track and pick "Fade" from the popup menu.

Super, Bill. Many, many thanks. I'm a happier camper, now.
I do miss being able to create a DVD directly from Premiere Elements (via iso file), including making a slick menu as well. Since there is third party software to do this, I don't know why Adobe can't develop or arrange to have this capability built in. I'm not particularly fond of Toast 19 (and even worse, Toast 20). I'm now exerimenting with Cisdem DVD, but finding the manual a bit hard to follow.

They could, but they consider DVDs a legacy media.

I use DVD Architect Studio, which is no longer available, but you might find a used copy on eBay.
It is pretty easy to learn.

Thanks for the feedback. I am using a mac, running Monterey OS. It will only run 64 bit programs.

I do use the expert mode. For my purposes, I don't find Premiere Elements 23 for Mac to be much of an improvements over Premiere Elements 14 (except for some speed and stability improvements) and, in fact I'm going back to it instead of 23.Why? In 14, I can easily drag photos and videos from Finder directly to the timeline. In 23 it is trickier and often doesn't stick. Further, frequently it causes the timeline to scroll left or right when my mouse arrow moves off the Premiere screen. I have to switch to the Quick mode, then back to the Expert mode to stabilize it. Another annoying problem is that when adding text, the default text is Abbey Road NF, font size 100. In 14 it is typically Adobe Garamond Pro, font size 68, which I find acceptable and use without change. Now, the first thing I have to do is the added step of changing font and font size.
A suggestion for Adobe; Add ability to create a default font for text, such as Arial, Bold, size 60, yellow. I create a lot of texts in my videos, and this would save quite a bit of time not to have to edit text properties.
That said, I do like Premiere Elements and after evaluating several other video editors, have decided to stick with Premiere
