I am not computer literate and am using an older computer with Windows 10. When my GoPro Hero 8 died recently I got a new Hero 11 replacement. Using the GoPro Hero 11, when I tried to create a video in the video editor I got the message that PE was unable to import the media and I must load HEVC which, according to my computer System, I already have loaded.
I then got out an old Hero 8-made video and it loads successfully in the video editor, as usual.
?Perhaps I need new hardware?

For the future, check your camera manual to find out if you may have it record in a more compatible format

How old is the computer and Premiere Elements version? HEVC (or "H.265") is relatively new. Its adoption has not been universally successful due to licensing issues.
