HEVC and HEIF not supported in Premiere Elements

I tried to add a .mp4 file from my iphone to Premiere Elements and it said HEVC and HEIF not supported (I'm using a Windows 11 laptop).  So I clicked Learn More and followed a link and paid Microsoft .99 to download a file.   Then I tried it again and got the same results.

Then I restarted the laptop and tried it again with the same results.

Look - I'm no technology genius.  

First I don't understand why I can't add a .mp4 file that I downloaded from the icloud from my iphone.

Second, if I did need that Microsoft file I apparently don't know how to make it work.

Does anyone have any ideas?  (note:  you will have to speak very loudly and clearly to me  😉

(I searched and read a few posts but they were half greek and half not helpful)

When I'm logged in, go to the Microsoft Store app and search for "HEVC" it shows me that it is "Installed" because I once gave them the $.99 for the codec.

It is supported and it does work.  I've paid for and installed the $.99 codec from Microsoft on two different computers.   Based on reading in this forum, there are sometimes issues with getting it installed correctly.   

 

What version of Premiere Elements are you using?

It is Premiere Elements 2023. It's entirely possible it isn't installed correctly.  I'm not really sure how to do it.  Was hoping it would install itself.

It has been a long time since I installed it.  I think I remember that I found it in the Microsoft Store, download the installation file and then ran the installation file.  The codec then becomes part of your operating system and should be available for any program that needs it.

Thanks for your reply.  I can find my receipt for it, but I do not find it in my downloads folder.  Is there somewhere else I can look to see if I have it or not?  I clicked "Order Help" on the confirmation thinking I would ask them but an empty window popped up - doesn't look very helpful.
