Hello,
i just bought, downloaded and installed "Adobe Premiere Elements 2020" on my PC.
With the promissed support of HEVC x265 codec:

My tips:
- I had 2 times HEVC Codecs from the Microsoft Store installed (1 old and 1 new)
(Please be sure, that you have only 1 installed from the actual date) for 0.99$
- Be sure that your Windows and Nvidia Driver are up to date

- Delete the Cache like mentioned in the tutorial: https://helpx.adobe.com/at/premiere-elements/using/hevc-decoding-on-windows.html

After following all those Tips I was able to edit HEVC Videos (Gopro 7) in Premiere Elements until about July 2020. Now, from one day to the other (I think after a Windows Update - I can find thos HEVC Video Extensions from device manufacturer in the apps) it does not work anymore. Same error as before.
I've deleted both codecs and tried with just one of both... but no chance. Again deleted the cache files several times. But HEVC can not be imported in Premiere Elements again.
Any idea?

Doesn't work in Premiere. After install that, the problem persist. It is not a solution, but you pay 0.99$ for it.

I tried to get this working for days, without success.
That Adobe sells a product which does not support HEVC, which is used by my iPhone and my GoPro, is very disapointing.
I cannot recommend this Adobe Premiere Elements 2020!

I have same issue . Windows 10 , installed the codec , opening a video set my GPU to RTX 2080 GPU to 90% and then i need to shutdown my pc to avoid damage to the video card
The H265 video plays fine in VLC media player
