How do I add black frame bars to my vertical video?

I want to flip my video and I know how to do it. The problem is everytime I import a vertical video into Premiere Elements the black frame bars to the left and right are missing. On on videos I find on youtube these bars are automatically there. How can I add these black bars?

What are you seeing instead of black bars (letterboxing)? Do you have video or photos on more than one track?

 

If you look under the Edit menu, what is listed on the General page  under Project Settings?
