iPhone video not recognized by Organizer or Premiere Elements 2019

I'm sure I've read that QuickTime support has recently been withdrawn from PSE/PRE, but I was assuming that was because Windows 10 natively supported it and a QuickTime (from Apple) install is no longer required.  However, it seems recent video from my wife's iPhone is not recognized by either PRE 2019 or the organizer.  Is there anything I can do to make this video (mediainfo details below) usable/viewable in PRE 2019 and the Organizer?

Using PRE 2019 on a Mac with an iPhoneXs downloaded to an iMac in .mov format works fine; so, iPhone users with a Mac OS and PRE2019 should not experience these problems. Output is the .mp4 from PRE. (Here's an example, shot entirely with an iPhone Xs A Visit with Rolf Lang Dresden #211 - YouTube   ) The video was shot in both Saxony (Germany) and the US; not that it should make any difference...but just FYI.

I'm sure that Microsoft provides the necessary conversion tools so that you can use your iPhone video on an MS platform and Adobe has plenty of assistant for that. However, if those reading this are Mac users; this is one problem you should not experience. (I have both MS and Macs...but I just use my Mac for PRE.)

Thanks, Bill, so it's sounding like it's not possible to use these videos directly in PRE for Windows.  Still knowing very little about video editing, keep in mind :-), is it possible to convert this in some way without losing video quality, so that I can work with it in PRE?

How are you importing your iPhone videos to your computer?  I import 4K video from my iPhone X via the Organizer's Import function which uses the Adobe Photo Downloader.  The video plays just fine on my Win !0 computer.  (But I do still have Quicktime installed, so don't know if that is the difference maker.)

This particular video was dumped into a watched folder, and imported to the catalog that way.

I can view/edit the same video using PRE 14 on my same computer, so I guess that either support for this specific type of QuickTime clip was removed in 2019 or there's something wrong with my installation.  I did try to uninstall/reinstall but still this video is not usable in PRE 2019.

This article, below, suggests that support for some QuickTime encodings is removed in PRE 2019.  The only puzzling thing to me is that as far as I've been able to tell from googling around, the "avc1" codec is H.264, which this article seems to indicate should still work 😞
