I bought and installed Premiere Elements. When I open it and click on" Photo Editor", it tells me to try a free trial. I just bought the whole thing so why is tellingme to try a free trial?

Hi. Did you buy the Premiere Elements & Photoshop Elements package? If not, Premiere Elements does not, itself, include Photoshop. https://www.adobe.com/products/elements-family.html

You posted to the Photoshop forum. I know Photoshop Elements has a Photo Editor, but am not sure if Premiere Elements does as well.
Premiere Elements and Photoshop Elements each have their own forums. Please let us know which one you are using and we will move your post.

Premiere Elements can use JPEGs in the video editing timeline and make minor adjustments to them. Premiere Elements can be used to make very good slideshows and even mix video clips and stills. But, it does not have most of the key tools, nor does it work like, a 'photo editor'.

I was just trying to find out which forum this thread belongs in. We'll have to wait for the OP to clarify.

Since I can't edit my original reply, I wanted to mention - if you're still on the 7 day trial for Permiere Elements, you likely can cancel that, and still take advantage of the $50 discount on buying both of them, together.
