That is strange as Adobe says that motion tracking is available in APE2025

Motion tracking of sorts is available in PRE 2025 as object tracking. It is built into many of the effects. For example click on the fx panel and search for transform and drag the effect on to your video clip on the timeline. In addition to motion and opacity there are many other choices in the FX control panel. You can use a selection tool (ellipse, rectangle or pen) to outline the object to be tracked. Then start tracking by clicking the play button. Automatic key frames are generated which can be edited if the selection moves off track. Also try Mosaic effect e.g if you wish to track and pixilate a face or license plate.
This is possibly the same as Premiere Pro as I'm aware many creative cloud users will prefer Adobe After Effects for motion tracking.

There is no motion tracking in Elements 2025
There is however mask tracking on all effects, including Opacity.
Mask tracking is not the same as motion tracking.
Post screenshot of video with text and how you want to follow text.
Is the text stationary or moving around in the frame?

Do the first and last keyframe and fill keyframe in between where needed.
