Mov files are not synchronized

Hello

I am using adobe premiere elements V18.

If I Import a file in mov-format, the video is only synchron to the audio if I start from the beginning. If I start from somewhere else the video does not match the audio. That is a pity for cutting of course.

With mp4-format it works well.

Additionally it is not possible to export the mov-video as an mp4 correctly.
