Pixel 6 Pro video files are a type of .mp4. I'm using Premiere Elements 15 and it won't import them. Can I find/purchase a codec that will enable me to do this?
Its not the mp4 format but rather the codec used inside. And the answer is no.
You can try converting with Handbrake.
I don't have a Pixel 6. I tried to find the instructions but only found reference to changing the recording codec in the phone. The HEVC/H.265 needs to be turned off in favor of using the more universal H.264.

You didn't provide the phone you are using.
On my Android phone, you open the camera app and find settings. The codec choice is under Advanced Video Settings.
