As a information to whom it may concern. I have a version 15 of PE which suits my purpose well. I had not used for 10 months, and when returning to it a few days ago it id not start, although it always was perfect. Long story sort, several attempts uninstalling various bits/drivers and what not, I discovered the cause. My updated Radeon 550 is causing the conflict with PE15. Don't know who to blaim. When I switch of the Radeon the program runs.
A not so nice side effected is Adobe now tells me that my license expired for to many installations. I did do many installations, but all on one and the same computer, as Adobe did not want to provide help because the programm was purchased nearly 4 years ago...

Thank you John, I will try tomorrow. I am also awaiting response from AMD on the driver. I tried using older drivers, none worked. I could only go back to 2020.

Well, you have determined yourself who is to blame... the program has not changed, so the updated driver is the problem
The sad fact of using old programs is that making any updates to operating system or device drivers can cause problems
