Hi,
I hope somebody can assist me. I have a new Windows 10 computer with no DVD drive and I own an older DVD copy of Adobe Premier Elements, how would I go about installing my previously purchased copy?

That version is so old that I don't think Adobe will have a download available
Buy an external DVD drive from Amazon for "about" $25 dollars

That is correct. There is no download.

I have one that I use for old discs and it is worth the investment (but not for Premiere Elements 3).

thank you everyone, really appreciate the feedback I had previously borrowed my neighbors external drive and tried to load, I can't recall but something or some error stopped me from being able to download 3.0. It sounds like I should either buy a new version off the shelf at Best Buy or something like that or sign up for a subscription of a new version on the Adobe website? what would everyone recommend?

You were not downloading, which is "copying" a file from an Internet location to your computer
You were installing by putting your disc in the borrowed drive
That version is so old that it will most likely not run on Win10
Two ideas that MAY work to install and/or run old programs in Windows 10
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions
-also https://helpx.adobe.com/x-productkb/global/create-local-administrator-account-windows.html
The latest version will run on Win10 http://www.adobe.com/products/elements-family.html

You will not be able to properly run that on Windows 10.
I tried Premiere Elements 3.0.1 and the mpeg encoder won't be available.
You also will not likely to be able to use footage from many phones as well as some newer cameras.
