Hello I have a brand new premiere all paid for and down loaded into my computer. It runs well but then won't always re-open after I've turned my computer off and on. I have to do a new setup and it may start again. I have re-downloaded it several times and tried everything to make it open. Adobe website shows I own it. Note: I also own Photoshop Elements and Lightroom and have no problem with them. This is very frustrating. Any advice please?.

What operating system do you have? What processor do you have with how much RAM? How much free, clean, defragmented space is oh your hard drive?
What is your monitor resolution?

thanks for the reply. My computer is a PC Processor Intel(R) Core(TM) i5 CPU 750 @ 2.67GHz, 2668 Mhz, 4 Core(s), 4 Logical Processor(s).. 8 Gb of Ram, 13.5Gb virtual memory and 250 Gb of clean hard drive space on C drive (solid state). Plus 3 TB of storage on other drives. Monitor resolution is 1600 x 1200.
While the computer is five years old it has regular maintenance by professionals and up graded where necessary. Windows 10 (from 7) was loaded about a year ago and has been working fine.
The mystery for me is that I once operated Premiere Pro and it worked fine, but I wanted a more simple system (hence Elements). I also have Lightroom and Photoshop Elements. Everything works fine and hums along.
Last week I purchased PE and downloaded it from Adobe putting in my serial number. At first it jumped into life and worked perfectly. But once I turned the computer off and on it will not load again. I've tried everything, Including a complete un-install/re-install etc etc. The problem is intermittent and it sometimes starts at random when I try. There doesn't seem to be a pattern and I can't control anything when it wants to start. Sometimes the organizer will load but not the editor.
One clue could be that when I tried to in-install it I was told it couldn't be done because aspects of the programme was running in the background. Only turning off the computer would then allow an un- install.
Another clue is a flag saying Installer has detected that a machine restart is pending. I either follow the instructions or ignore but the result is the same.
Cheers from sunny New Zealand I appreciate any help.

On another topic last week ( Premiere Elements 2018 keeps freezing and crashing ) a user was having similar issues. He/she finally wrote that in an online customer service "chat" he/she was told to try this:
"Close the program first. Click on WINDOWS icon on the bottom left corner & Type %appdata% (Even if you do not see any bar to type).
Go to the folder Adobe>Premiere Elements & rename the 16.0 folder to 16.0.old . Relaunch the program & see if that resolves your issue."
(I wish I was in New Zealand. It is doing well at being cold, rainy and windy in Seattle.)

Please try to uninstall and re-install Premiere Elements.
Once the Premiere Elements opens for the first time after re-installation, please do this:
Go to the edit menu->preferences->General->uncheck the option that says "Use hardware acceleration" and hit the okay button.
After doing the above steps try to close and re-launch the Premiere Elements multiple times to make sure if it continues to launch fine.

Thanks whsprague and piyushc I tried both your ideas but unfortunately neither has worked. I'm still can't get PremE to load. PhotE works perfectly, so it's a mystery to me. I'll keep waiting and trying. Cheers

I leave for India next week for a few months of photography so I have decided to ask for my money back from Adobe while I still can. Later next year I'll try PremE again hoping the bug in their software or my computer has vanished. I have to say in the short time it was working I liked it a lot. The simple and uncluttered layout is a joy after the more pro products. Cheers Julian

Thank you. After closing down the computer and trying a couple of more times, it finally opened. I think I am OK now.

I had the same problem: Premiere elements failed to load. But I used Premiere elements before succesfully.
Noticed in the log file Premiere elements could not find the defaults Documents folder. That was correct since I moved my documents folder to Google drive (with the foldername Documenten). I restored my Google drive documents folder to the default. Premiere elements worked again. After that I moved my Documents again to Google drive. Premiere elements continued to work.
Hope this helps some of you out.
*) Cause of the problem might be a upgrade of Windows10 to 1809 version. I noticed the upgrade reinstalled all my documents, photo, music, video directories on the default location (instead of Google drive). I deleted this (empty) directories, but maybe things got mixed up for Premiere Elements.

I had a similar problem with both elements 2015 and 2020. I found the problem was having two graphic cards in the computer. Fortunately, my new graphics card could support two cards. I disable the old driver in Device Manager and moved the connector for the second display to the new card. The problem went away immediately. I had found a KB article that stated Photoshop had problems with two cards. Sounds like Premiere has the same problem.
