Recording blu ray

Hi,
I'm using the new Adobe Elementary Premium 2021,
as I noticed this program doesn't burn bluray, only dvd, right? I have to export the video file and record in what program?
is menu making only for dvd in this program?

The program name is Premiere Elements

The option to make bluray has been removed for quite some Elements versions.

but

If you export with the bluray setting in the advanced settings

you can use the files (two: on for video and one for audio as there is no multiplexing) in

TMPGEnc Authoring Works 6 - The Ultimate DVD / Blu-ray / AVCHD Authoring Tool - Pegasys Inc.

no re-encoding.
