Unwanted cropping while rotating videos in Premiere Elements 2021

Help!

When I crop videos in PE 2021 Video Editor, the top & bottom gets cropped out. Any advice is appreciated (Adobe tech support has been useless).

Ann is right.  Cropping has a specific definition.  Perhaps you are "zooming in" or "enlarging" what you see.  

 

I'm guessing you are only trying to change what part of your clip is displayed.   This might work for you.  Select the clip on the timeline with your mouse.  Then click in the middle of the preview window.  Eight white dot's show up.  You can grab them with your mouse and move them.  Then you can click in the middle of the preview and slide the image around for composition.

Crop means cutting off the edges of an image within the frame.

Might want to show some screenshot of what it is you are doing exactly.

Also project settings and image properties.

You can expect that the quality of the output may diminish significantly because you will be using fewer pixels.

That did it - Thanks!  After rotating my horizontal video 90 degrees and fitting it to the window height-wise, the black spaces on the sides show up in the output file. I see that there's a 'portrait' preset in later versions but not in 2021. Any suggestions?  My source file is .MTS/AVCHD

Looks like 'fill frame' lets you add effects to the black/blank spaces, but I'm trying to remove them (like cropping a photo).
