Two questions here.
-First- If there is a way to make the push transition (and other applicable transitions, if any) cause an object to go up and down instead of just to the right, and to the left (with the backwards option).
-Second- If there is a way to make the animated gifs last longer in the video without having to put the same animated gif file right by it.
Push Transition has 4 directions to choose from.
right/left/up/down.

-- I don't know of a slide up transition.
-- Animated GIFs are between 5 and 10 seconds and are designed to be uploaded to social media, where your web browser will loop them so that they play over and over. Are you saying you're trying to use your animated GIF as part of a video project?

Yes, I put an animated gif that I created (outside of Preimiere Elements) into a video. I woukd not be surprised if one had to manuslly enter or copy the same frames over and over again, though, since I suppose that an animated gif is somewhat like a movie in the first place.

Ann,
Could that screen is exclusive to a Mac? I can't find a way to find the 4 way push correction on a PC. Can you tell me where I should look? Thanks.

This is windows.
Type in the transition you want in the search.
Apply.
Double click on transition in timeline.
Hit More.
Scroll down.
A lot of transtions have more the one direction to choose from such as the wipe (shown below)
I admit the scroll bar is not very obvious.
