I want to upgrade from 2013 to 2022. Is this quite old version entitled for the (cheaper) upgrade version?

You need to go to the upgrade purchase link at http://www.adobe.com/products/elements-family.html to find out if your very old version qualifies (this is a public forum, not Adobe support, so other users can't answer that question)
An Elements upgrade is strictly a price reduction, you do not need a previous version installed on your computer, the upgrade itself is the full version
Each version is installed in a unique location, so the old version is not replaced

The holiday sale price right now may be better or equal to the upgrade price. $100 for the combination is pretty good compared to the normal $150. FWIW, your old version and the new will coexist on your computer as separate programs. They won't interfere with each other.

There is no upgrade price for PSE there or anywhere else. Only Premier. So Adobe makes me buy a new PSE for full price, even though I bought PSE 2020--which they could easily update for free-- not that long ago. Otherwise moving to Monterey breaks PSE.
