And a lot depends on the type of video and resolution of video you're editing.

But that said, I think it's a pretty safe bet that you've got plenty of power here to work with Premiere Elements, IMHO.

Provide the link so I can see the rest of the story.  The NVIDIA GeForce RTX 2050 will come installed with the "gaming driver".  For video and other graphics software, you may want to install the "studio driver" directly from NVIDIA.

Premiere Elements doesn't have a proxy workflow like Premiere Pro.

You would have to manually create a proxy for each instance of a clip, and then manually replace it with the original clip before export.

Elements 2025 supports prores. So if you are able to convert to prores 422 HQ (e.g. Shutter Encoder)  that would put less strain on the cpu. No need for replacements.
