Captions are not creating

I run the transcript which works fine. I then say create captions it does not put any captions in to the newly created subtitle track.

I have tried a few different types of files in a sequence and I am not getting past the "Rendering audio data" progress bar in transcript. I am able to open a previously transcripted sequence.
