I transcribed my podcast audio (published MP3) in Premiere and exported it - hoping I could re-import it back into the full-lenght podcast video for "text-based editing" which would instantly edit the video to match the released podcast audio.
Is this possible???

It wasn't clear to me at first, but I now assume that the published mp3 audio is edited. So your question becomes whether the edited audio (really with or without the transcript) can be used to create a matching video/audio version. Is that correct?
The regular way to use text-based editing is to have the video on the same timeline with the audio. Using the transcript, remove what you don't want - and cut the video at the same time. Now you can export both - audio only and video plus audio.
I'll think about a way to use the version you exported. You have the PR project where you exported the mp3/transcript?
What format did you export it?
Was the original audio from the video file?

Yes, sorry, I'll provide more details:
The "Cool Dad Shirt" podcast is recorded on the Riverside platform with both video and audio. Audio is exported, edited for stories and comedic timing, and then published.
Since we have the video, I thought a quick edit from the audio transcript, could accelerate the video editing using "Text-based editing."
I imported the the published MP3 (final product) into Premeire (Beta - for the newly-announced feature) so that when I transcribe it in Premiere, and export it from Premiere, it will follow the same format and interpretation as it will when I export the transcript from the full-length video. It was exported it twice: Once as prTranscript, and once as .txt. The full-length video. I tried this in both: Premiere Pro, and Premiere Pro BETA.
The full-length video was opened and transcribed. I then tried to import the edited podcast transcription into the Text-Based Editing module. It comes in seemingly perfect with time code and everything - both when I used prTranscript or .txt.
Strangely, it plays the full-length video, while highlighting words that do not match the audio. I understand this may not be possible as an "auto-edit" but it's funny to watch it highlight words as we talk... that are not the words we are saying, ha ha.
I tried to be as consistent and methodical as possible, but looking like "auto-edit" is not a thing yet. Let me know if there's anything else I could try. At this point I could have manually-edited by now, ha ha ha

Yes, for your next projects, all you need is the regular text-based editing process. You'll have one project, one sequence/timeline with the video and audio. You edit both as you did the audio, but you're cutting video and audio at the same time.
Export both as mp4 for the video/audio version. Export mp3 on the same timeline with audio only.
You can use the transcript to create captions, burned-in or sidecar, for the mp4.
