Aye- the beta for premiere wasn't showing up in CC "updates" like the photoshop beta is, so I had just updated to general-release 2025 premiere thining it was the beta. I feel silly but ah well. Go to the beta tab in creative cloud, download it as a seperate program. Hope it works for you!

It's confusing for sure, because they advertise and talk about the new feature when you open up Premiere Pro (2024 or 2025) but don't explain that it's not fully released yet and that it's only on the Beta version and not 2025.
Typical Adobe UI/UX/Update lack of thought.

Generative fill is only available on Premiere Pro 25.1 which is a beta version. You have to install the beta version of the app through the Creative Cloud to get it.
When I first tried to find it Creative Cloud wasnt displaying any beta apps, or even the beta apps tab. I fixed this by closing Creative Cloud and Premiere and re launching Creative Cloud as an administrator from the desktop.
I hope this helps! I was messing with it for like 20 minutes until I decided to try launching it as an admin lol. Hopefully my struggle can end up saving someone the time.
