Sorry, I should have double-checked that before answering 🙂 It appears that there is an open issue with Set horizontal Size and Set Vertical Size. We hope to have this fixed in a future build.
I have an update and clarification from the folks that worked on this functionality.
Update: the unusably slow bounding box position/resize is fixed now with 14.6 Beta build 045 (should be availabel on Creative Cloud soon)
Calrification: resizing the bounding box will not resize text within, it will only affect how it wraps.
Forgive me if I caused any confusion.

Looking at the screenshot, are you adjusting Set Horizontal Size and Set Vertical Size, correct? If so, that controls the bounding box that contains the Caption text. If you want to control the font size, there is a slider for that under the Text Font dropdown menu in the Essential Graphics panel.

Thanks for getting back to me much appreciated. When I scale up to the bounding box compresses all the words. I need to increase the size of the bounding box then scale, but the bounding box doesn't seem to scale up along with the text?

I don't believe there is a workaround. We are trying to fix this one as soon as possible.
