Hi. My specs:

I7-1700KF

4070 Super

32GB RAM (2933, 16-18-18-38, CR2)

PP Works on SSD and files too.

Why my CPU and RAM going to 100% of usage?

Not having any issues with my 3960x w 2080Ti rig, 128GB of RAM.

I think the key data in your post was the overclocking step. That has been an issue every so often with users I know of for any of the video post apps. Which are very, very different users of the hardware than games.

This can be frustrating.

I have already worked on this system, and it is unlikely that this is due to the lack of Intel NSync.
This started recently after I decided to overclock the RAM to 2933. Video Games are working fine, there are no leaks, only when I launch Premiere Pro then this problem pops up.
I returned the RAM to factory settings, but the problem still exists.
I worked on an i5-10500F and never encountered such a problem. I also tested it on a Ryzen 3900X processor. The problem still exists.

If you are working with long-GOP/mp4 files ...H.264/5 stuff ...it might be because your CPU doesn't have any long-GOP encoding hardware. The KF CPUs don't have the Intel Nsync or whatever it's called, the hardware encoding chip for H.264/5 processing.

So it works the main part of the CPU and the RAM a lot harder.
