25.3.0: the "What's New" pop up box at launch is outdated

• Issue – At first launch, the What's New popup splash screen shows outdated information, like Gen Extend being Beta only. After dismissal, if you return to the Home screen and click on the gift box the What's New panel is more recent and does not match the initial splash screen.
• Steps to reproduce – Fresh install/update of 25.3, initial Whta's New box should appear.
• Expected result – What's New information should be current and match later selection in Home screen
• Actual result – Old What's New box appears
