Fully updated but cannot open file because it was "saved in a newer version"

I've uninstalled and reinstalled the Creative Cloud app. I'm currently updating my computer and confirmed that I have the updated Premiere Pro 23.6 (as you can see from the photo). 

 

I've looked up many other threads and can't seem to find any other fixes, thoughts anyone? A somewhat urgent matter. Thanks!

tried this, but didnt work. got the same error message. thanks though

Hey,

You can currently import previous projects into a new project try this. I'm not sure what the specific problem is on your end as I'm not experiencing it.
