Premiere Pro Nearly Unusable in Past Two Months -- but not on my 8 year old laptop!?

Premiere Pro is almost unusable the past two months on my Lenovo Legion 5 Pro running a NVIDIA 3070ti and AMD Ryzen 7 6800H. I've tried all the usual recommendations to solve my problems. I even deleted Adobe all together and ran the Adobe Cleaner tool. What infuriates me the most is that my 8 year-old Acer Predator laptop running a NVIDIA 1070 has ZERO problems running Premiere. 

 

Here are my problems:

1. The playhead does not move. If I click off of Premiere (on the task bar, for example), it begins to move. As soon as I click on Premiere, it stops. 

2. Scrolling through a simple project is laggy. 

3. Premiere often doesn't respond for severl seconds. 

 

Again, I've cleared the cache, drivers are up to date, etc. 

This problem is very serious. While I don't want to ditch Premiere, I can't afford to lose all this time dealing with slow software.

BACK TO SQUARE ONE! After less than a week of changing the audio hardware setting, Premiere is unusable again. I literally have to wait two-three seconds for it to respond to making a cut. I cannot understand why my 2 year old laptop cannot handle Premiere anymore. Anymore ideas?

Sorry about the poor experience. Could you please confirm if you are experiencing this issue with any specific project or all of them? Please share a screenshot of Audio Hardware preferences window in Premiere Pro. Also, are the media files saved on an internal drive or network/external drive?

I'm experiencing poor performance only with Premiere.

The media files are saved on an internal drive.

I attached a screenshot of the Audio Hardware preferences in Premiere Pro.

Check the Audio Hardware Preferences. Default Audio Input should be set to No Input.
