Speed and duration

Hello everybody,

Normally I tend to reduce the speed of the clips while still in the project panel even before placing them on the timeline, it happens that at this moment this option is grayed out as shown in the image. am i doing something wrong? 
if I want to reduce the speed of the clips on the timeline I have no problem.
