Video on premier pro turning black when i export

I have a video i'm trying to export and I shot it on a DJI osmo pocket 3 and DJI drone, I think it's HVEC coded which is the problem. Every time I go to export it says that it requires HVEC CODEC which is only available in a paid plan however I have a paid plan and I'm using that account but it says I don't have a paid plan. It also mentions an error about being unable to install 'adobeinstalledcodecstier2' 

However, I think the issue is that because it needs 'HVEC CODEC' to export and format my Premier Pro thinks I'm using a free version so when I export it goes black because it thinks I don't have access to the paid plan feature to export it, if that makes sense?

I've never ever used a forum like this but if someone can help me with this, I'd really appreciate this.
