Zoom Tool turned red, stopped working, can't be reset

I was working in Premiere Pro and the + sign in my zoom tool cursor turned red for some reason. Now it won't zoom. I can't find a way to change it back to black or get it working normally again. I restarted and reset the program preferences and nothing changed. Couldn't find any discussion of this problem online or any documentation as to what the tool is doing.
