I just upgraded from a GTX 1080 Ti to the RTX 4070 Ti and the 4070 Ti is struggling with my 4K footage out of the Canon c70, Red Komodo, Panasonic s5 and black magic 6k. But when I reinstalled the 1080 Ti it plays back smooth as butter? This makes no sense to me. I did use DDU in safe mode to clean the drivers but I made no difference. I’m baffled.
Here are my specs:
Premiere pro 23.6
AMD Ryzen 3900x
96 GB Ram
Windows 11 Pro
Main HDD - m.2 drive
Media Drive - m.2 drive
Like I said the 1080 Ti smooth playback of 4K footage, 4070 Ti stutters, freezes etc. absolutely terrible.
UPDATE
I found the solution, I was using a PCIE 3.0 riser cable instead of a 4.0, so I had to go to bios and change the PCIE setting from Auto to Gen3. Now it's playing back fine with no stutters etc. I also ordered a PCIE 4.0 riser cable so I can get the full performance.

Hey!
I'm also planning on upgrading from a 1080TI to a 4070TI.
My main use isn't video (sporadically), but rather image editing (Photoshop).
How much better would you rate your 4070?
Or isn't it an improvement after all?
I will game as well, and there I know it's quite the difference, but honestly my 1080TI can still keep us, so it's a pricey upgrade if it's just for a few frames in games 😛
