16inch MacBook - Maximize or Restore frame under cursor - NOT WORKING

Maximize or Restore frame under cursor isn't recognised on my Macbook Pro 16inch. In my keyboard shortcuts the tilde key is recognised as § key. This means that I am unable to program and shortcuts to this key at all as it's not recognised as tilde.

 

Has anyone else come across this issuse and found a solution?

    You can set the shortcuts any way you like.

    Its not the tilde key but the grave key that is used.

    Just change the § key.

      I understand that this is the correct thing to do and I have done it.  However, it doesn't work on my 16 inch macbook pro max. It will not work if I try to change to a different key either. Can someone test this out on the same kind of macbook and come up with a solution please? I have tried looking at function keys in main mac perferences and it makes no differnece.
