320 kbps AAC at 44.1 not possible as MP4

Why is it that when I export in PP or media encoder at 48, it gives me the bitrate choices including  320kbps, but at 44.1 those choices are gone? The videos that I make focus on the music and tend to be played on iphones, which only go up to 44.1. The source audio is also 44.1. I would like to avoid going from 44.1 to an aac at a 48 sample rate, then have the iphone convert it back to 44.1 on playback. That degrades the sound quality. Low quality aac are not cool either. This is frustrating!

I am on a mac.

That degrades the sound quality.

You're listing to it on a phone.  That's a given.
