If Creative Cloud:

https://helpx.adobe.com/uk/creative-cloud/help/sign-in-out-activate-apps.ug.html

If Creative Suite:

https://helpx.adobe.com/download-install/kb/activate-deactivate-products.html

If you can't access the old computer, please go to Adobe Customer Service and only ask to have your activations reset (Make sure to sign in to your Adobe account first and allow popups and cookies on your browser. You may not be able to see the chat window if using a VPN.):
https://helpx.adobe.com/contact.html?rghtup=autoOpen will automatically open the chat window.
Type "Agent" in the chat box to bypass the chatbot and be connected to a person.

That's what I tried to do. But (after a very long wait) eventually the agent in whatever country gave me a copy-and-paste response that they're not allowed to answer my question because that would constitute providing assistance for a defunct product. They suggested I post here instead.

It's for Premiere Pro CS3. Evidently customer service will only answer questions about the subscription versions that you pay them for for life instead of buying once.

When I try to register my Premiere Pro on my new computer it blocks me. (No error message; it just keeps sending me back to the page to enter the serial number.) I assume it's because I already registered it to the maximum number of computers in the past. I'm willing to deactivate it from an old computer so I can use it on a new one, but in my account it claims that there are no Adobe products registered to my email address (which makes no sense, since it's the same email address I've used for as long as I've had an Adobe account.

So I can't activate it because it's already activated on too many computers, and I can't deactivate it because I don't have it activated anywhere.

It's for Premiere Pro CS3.

Even if you had both your activations available, you would not be able to reinstall it on the same computer or a different computer because the activation servers for CS, CS2, CS3, and CS4 have been shut down.
