How do I display the date and time from the metadata on a video? I am a private investigator and clients require the date and time that the video was shot to be displayed on the video. I do not want to edit the metadata, I just want to display it.

You will likely have to do that by hand but just grabbing the text tool and typing it in. This will show up on the track above the video and then you just extend it the length of your video kind of thing.

I don't believe there is an easy or automatic way to do this in Premiere Pro. You can do it in other editing software such as FCP-X which has a drag and drop title that will retrieve and display the information.
I don't do this kind of work, but it was always my understanding that the date and time were burned in to the video during capture by the camera while shooting/documenting to prevent that information from being modified later.

How exactly did this work? I'm not seeing a date/time in the Metadata display part of the EFFECT.
