Your actual request, reducing the space between the subtitle track and the video tracks, is best accomplished by dragging the Audio/Video divider up to REDUCE the amount of space given to the video tracks. This reduces the space between the subtitles and video track.
But your response to Marek suggests that you have the issue that bothers many users: increasing the amount of space allocated to the caption tracks.
The biggest issue is that the caption tracks are limited to no more than 25% of the timeline panel area. You CAN increase the caption track area, and increase the relative size of individual or all caption tracks, but only within that 25% limit.
