Adjustment layer does not alter clip underneath it

      I am trying to transfer a side-to-side motion (like a swinging pendulum) from a video clip to a still photo using an Adjustment Layer.  I assume you can do that to a still.  This is Premiere Pro CC 2020.  I have tuned the Adjustment Layer to the size, and frame rate of the video clip.  I decrease the opacity of the Adjustment Layer so the underlying clip is visible. I select "motion" and "position" (Effects Control) in the Adjustment Layer, scrub a few frames on the video clip and move the little blue circle and + sign in the Adjustment Layer to an object in the video clip (it's a stick).  I scrub some more and when the stick moves, I position the little blue marker in the Adjustment Layer over the new stick position.  Continuing this gives about 20 keyframes in the Adjustment Layer's Effects Control Panel, so I know I am doing something. I expected the Adjustment Layer to have recorded the movement of the stick.

     I then move the Adjustment Layer over the still image and run the Timeline.  I expected the still to oscillate back and forth like the stick did in the video, but there is no movement whatsoever.  With the Adjustment Layer selected, the postition numbers in the Effect Control panel change wildly (as they should), so I know the desired movement is in the Adjustment Layer.  It just is not transfering it to the image below it.

     Any suggestions?

Use the Transform effect on the AL.

Ann's answer is correct ... as Adjustment Layers cannot 'move' anything in a clip. They can just apply visual effects to the image ... like Lumetri color.

Which is why you need Transform, as she says.

Thank you Ann and R. Neil.  The answer I needed was that Adjustment Layers don't deal with motion.  I have found an alternate approach.  I am confused about your solution.  "Transform" is a group of 5 effects, such as Horizontal Flip, etc.

None of them appear to be anything that would allow an Adjustment Layer to handle motion.

Thank you for showing me where the Transform Effect was located.  I had tried to find it before by typing "Transform" into the window at the top of the Effects Panel.  It took me to the bin.  Typing "Transform Effect" produced no response whatever.  I will keep this in mind next time I need to share motion between clips.
