Adobe apps like Premiere don't work offline or launch for a long time in bad Internet connection

Photoshop seems to be better, while Media Encoder and PPro are more problematic.

I can't speak meaningfully about all Adobe apps, but PPro doesn't require an internet connection to launch. PPro contains several components that do attempt to make connections. 

Can you provide more specifics, on which apps reliably display slow launch behavior, when the system is using a slow/bad internet connection?
