Hi!
Looking for APP 2018, version 12.1.2, for downloading.
Can't find the way to do it... because of my OS and my Hardware (until I can change it), that's the best version I can use...

How can I get it?

Also, Media Encoder and After Effects compatible with that Premiere...

Do you mean the link does not work at all, or the link does not work for the version that the poster is looking for?

The link will take you to a direct download page for installers for all first versions of Adobe software that Adobe is making available - versions X.0.0.

The poster could dowload 12.0.0.

However, Adobe does not make updates available as stand alone installers, so the version that the poster is looking for does not exist.

Alas only the last two versions are available.
