Adobe Premiere 2019 Not Opening

I am really stumped as to why Premire is not loading! I have uninstalled and installed the prgogram and when I double click the icon to open the program, it opens but with the loading circle that comes on. It literally is just stuck in the loading screen and I'm not sure what to do.. Why am I paying for this if I can't even get to my project. And yes this also happened with Premiere 2020 as well. Any tips would be greatly appreciated. Thank you 🙂
