Adobe Premiere Pro Is Lagging using NVIDIA GeForce RTX 2070 with Max-Q Design

My Premiere Pro is lagging while editing. I can't preview the video because it's constantly jumping forward and backward, and the sound in the videos is completely garbled.

I've tried several things to fix it, but nothing is working. After Effects is working perfectly, so the issue probably isn't with the drivers.


Things I've tried:
1.Turn on GPU Acceleration

2.Lower Playback Resolution

3.Purge Media Cache Files

4.Optimize Rendering for Performance

5.Disable Mercury Transmit

6.Disable Refresh Growing Files

7.Use Proxy Files

8. Turn off Video Effects and lumetri scopes

9.Increase memory allowance

10. Render preview videos
11. Use GPU Acceleration

What you didn't include was some of the key information we'd all need to start troubleshooting for you.

 

So what is your full hardware, including the CPU?

 

What media are you using? Specific ... codec, framesize and framerate, and made by what devices?

 

And what effects are you applying to that media?

My hardware is as follows:
BIOS Version: American Megatrends Inc. E17G1IMS.50F, 31/07/2019
OS Name: Microsoft Windows 10 Home
OS Version: 10.0.19044 N/A Build 19044
RAM:32,0 GB
CPU: Intel(R) Core(TM) i7-9750H CPU @ 2.60GHz 2.60 GHz

Regarding the media I'm using, this issue occurs with every type of media. I have tried using videos in 4K at 30 frames per second, captured with my Canon 5D Mark IV. Additionally, I tested with a video of very low resolution, and it still exhibited lag.

In this particular case, I am not applying any effects.

I have been having this problem since April honestly. Any footage i capture with GeForce (Nvidia) laggs horribly when trying to edit in premeire.
