Adobe Premiere Pro - Video gets stuck at 2 seconds

am having an issue exporting a video in Adobe Premiere Pro. The video gets stuck in the first 2 seconds of playback  and then start workin normal until it end.
I have tried all of the troubleshooting steps that I could find, but the problem persists.

Sorry about the trouble. What type of media files are you editing (codec/ format, frame rate, frame size)? Are they screen recorded footage?

Many users are having issues with VFR. If the file is variable frame rate, use Handbrake to convert to constant frame rate before importing into Premiere Pro:
