After Effects Project won't open and linked Premiere Project is [problematic] too

After Effects won't open, after it run out of memory multiple times (i have 24gb ram), and after tht i opened linked premiere project and every vid is offline media, i deinstalled both, opened up after effects, it worked, but then ran out of memory again, and now it wont open, premiere project now has only 2 offline media left.

Pls can someone help me.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

I fixed everything with Premiere, i even was in the linked AE component and finished it, then i tried to export and now i cant open the AE project anymore, it opens and says "opening project 100%" and it's stays like this until "no response"
