All photos wont import

I am attempting to make a timelapse and I am having trouble with 1 particular file out of 4 that I have. I click the first picture on the import window within Premiere Pro and ensure image sequence is selected. I click open and it creates a 19 second timelapse however it should be close to 20 minutes worth due to the amount of images. 

I have had no issues with 3 other files that I have done the same thing for. 

It does not matter if I select this particular file first, last or in between.
