Question

Any Imported Video Is Sped Up

Hi, I initially thought that this problem was limited to my recording imports from OBS but as it turns out, whatever video I try to import to Premiere, Has this weird bug of being sped up and having small and frequent cuts as you can see in the attached Video.I have tried using different Video formats such as MP4, FLV, MKV and more, but they didn't change anything; I have already asked this question a week ago, but the only 2 responses were that the framerate is inconsistent and I should make it consistent through encoders (which I did and they did nothing) or that the Premiere version was old and I should update, which I also did and it didn't help either. All suggestions are welcome and I'll try to reply asap, thanks for reading

Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.
from here:

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site.

Try to transcode the source footage through Handbrake and report back.

I already said that the video doesn't get fixed through encoders, handbrake didn't do anything, its not an FPS issue, must be something else.

Maybe Premiere is reading the frame rate different than what the original file is. Drop your file in MediaInfo and share a screenshot. Then drop your file in Premiere, right click > Properties and share a screenshot.

I think the frame rate is the same
