Apple Silicon (M1) Chip - Can't Export to H264 or MPEG. (Error Code 3 & Invalid Framerate)

The first 3 screenshots are what happens when I try to export using H264. (Error Compiling Movie, Error Code 3)

 

The second two screenshots are what happens when I try to export using MPEG format.   (Invalid Framesize Framerate).  It says that anytime I try to select a resolution higher than 480p.  I can't even use halfway HD (720), much less the 4k it was filmed in. 

I tried opening Adobe Premiere Pro (Intel) Version. Same problem. 

It only gives me two options for Profile (Simple and Advanced Simple) and when I select Advanced Simple, it only gives me levels 0-5.   

 

What can to fix either one or both of these issues?

  1. What about the "Error Code 3" screenshots when I try to use H264
  2.  Does this mean that there's no way I can export at mpeg4? Why does this option exist then?
