There are two issues this could be:
1. If these files are from an ALEXA 35, running SUP 1.1, they cannot be imported into the current version of Premiere Pro (v23.5). This bug is fixed in the latest beta of Premiere Pro, which you can install from Creative Cloud Desktop.
2. If these are ARRIRAW files compressed used HDE, they cannot be imported into Premiere Pro. We are in the process of adding ARRIRAW HDE support to Premiere Pro but it's not yet available. You can decompress HDE

Hi Katie,
Do you know what SUP version the ALEXA 35 is using? I ask because we are aware of a problem with ARRIRAW files from the ALEXA 35 when the camera has been updated to SUP 1.1. These files cannot currently be used in Premiere Pro or other Adobe video products. They will import but not play correctly. We are working on fixing this issue but don't yet have a date for a release. Depending on what your workflow is, one workaround is to create ProRes proxies in another app that can handle ARRIRAW files, such as ARRI's ARRI Reference Tool:

Hey there,
I also ran into this same issue this morning. When I import the Arri 35 footage into premiere I get a message saying "Frame substitution recursion attempt aborting after multiple attempts on file". The files do play in Resolve so curious if creating proxies in Resolve is the only work around to getting Arri 35 footage playable in premiere. Thanks!

@Fergus H, Adding that we're having a similar issue with ARRI ALEXA 35 - ARRIRAW .MXF files. No matter what, they seem to show as unsupported. Tried 23.1, 23.4, 23.5 and the 24.0 Build 8 Beta. No luck / same error every time. Davinci Resolve reads the files and we can make proxies, but we're out of luck finishing in Premiere with the RAW assets.
Any ideas or updates?

Yes, you can convert HDE files in ART or in Davinci Resolve, but you can't "uncompress" them back to regular ARRIRAW. The best you can get is ProRes 4444XQ. Usable, but not lossless.
