Audio out of sync when watching on Mobile

Hello community. I edited a video with Premiere Pro 2023 and exported. While watching on my laptop there is no issue with audio. I even tried multiple video players and there was no problem at all. Then i uploaded the video on my drive and downloaded it from there with my phone. I played the video and audio little bit out of sync. No matter what i've tried still same. I changed CBR to VBR, 1 pass. It didn't work. Then tried VBR, 2 pass and still same. Then turned to CBR again but still facing with this issue. Render at Maximum Depth and Use Maximum Render Quality settings is on. I tried Software Encoding and Hardware Encoding but it didn't fix the issue. Thank you 🙂

I checked a video that i'm using on premiere pro with MediaInfo. It says Variable Bitrate. 
"Frame rate mode : Variable
Frame rate : 30.000 FPS
Minimum frame rate : 28.571 FPS
Maximum frame rate : 31.579 FPS"
What i have to do?

Many users are having issues with Variable Frame Rate. Use Handbrake to convert to constant frame rate before importing into Premiere Pro:

I downloaded HandBrake and turned to settings constant frame rate 30FPS. Opened the video from my iphone and still same issue. It didn't work out for me. Then tried 23.976FPS and again it didn't work out. Everything fine while playing the video at PC with VLC Media Player.

Did you replace the file in the Premiere Pro sequence with the transcoded file and then export it?

You need to redo all in Premiere.

Replace the VBR clips in Premiere with the ones you transcoded to CBR then export.

Try exporting with a lower bitrate.  Maybe your phone can't handle a high bitrate.

I've tried. After exported the video i re-import the video that i just exported and in Premiere Pro I saw there is a blank in end of the audio. There is no blank in original blank.
